Tim Wilkinson joined the office in Bucharest in 2004, and significantly contributed to the development of the business in Romania, predominantly coordinating the advisory services for occupier and landlord clients in the office, retail and industrial sectors, as well as supporting the development of the professional service departments, including valuation, investment, research and property management activities.
Tim’s real estate background includes several years of experience in the CEE region, working within the DTZ Poland and Hungary offices, as well as working in the DTZ London office, with the Centre Management Team, dealing with general management issues of regional and local centers.
Tim has graduated from the Real Estate Management Section of The Nottingham Trent University in 2001 and is a Professional Member of the Royal Institution of Chartered Surveyors since 2003. Since 2008, Tim is acting as Chairman of the Fundraising Committee of Hospices of Hope - Casa Sperantei.

Before joining Biriş Goran as a partner in 2006, Raluca was chief operating officer between 2005 and 2006 at the CEFIN group, one of Romania’s largest real estate developers. Before that, she was chief legal counsel to Avrig 35, also one of Romania’s largest real estate developers, where she personally handled some of the landmark real estate transactions in Romania since 1990 (including the Charles de Gaulle building). She began her career with the Ministry of Finance in 1998, and entered private practice in 1999, where she was part of the legal team which advised and finalized Romania's first sale & leaseback transaction. Raluca is an expert in real estate and M&A transactions. During her career, she has supervised the development of over 40 real estate projects.
Raluca graduated from the University of Bucharest, Faculty of Law, in 1998. She speaks fluent English and is admitted to the Bucharest Bar.

Helmut Neubauer, Managing Director for Europolis Romania, is responsible for the overall business growth of the Romanian portfolio including investment and development activities. He has an experience of more than 13 years in the corporate and investment real estate management and a wide expertise in the specific fields of the industry.
Prior to joining Europolis he worked as a Real Estate Investment and Program Controller and then as Strategic Corporate Real Estate Manager for Austrian Federal Railways (Osterreichische Bundesbahnen AG in Austria).
His education includes a degree in Real Estate Management Studies from the University of Applied Studies and recently has become a Member of the Royal Institution of Chartered Surveyors.

Liviu Tudor is an entrepreneur and industrialist best known for Prefabricate, run together with his wife, and real estate ventures -West Gate and Novo Parc, but few know that he owns the first satellite communication company in Romania and is holder of a patent in applied electronics field and Honorary member of the Scientists Association in Romania.
He published numerous articles and papers on Artificial Intelligence and Inventions and acted as speaker to several seminars and scientific events.                                                       
Liviu and his wife are happy parents of two beautiful children, 14 years old and 7 years old.

Mark Owen is the Property Director for DPGS, the Asset Management company for the DPGP portfolio which includes Romania, Germany, Poland, Sweden, Holland ,France and Belgium. The total portfolio has an asset value in excess of €1.3bn and covers office, retail, mixed used properties. He is a Chartered Surveyor, with over 20 years experience in the property sector and worked both in private practice for UK based  agencies and also major development companies such as ING Real Estate and prior to DPGS, at Fabian Romania, a UK listed Property Investment Fund.

Simone Favat, founder and shareholder of IQ FACILITY, oversees the company operations and is responsible for developing the corporate strategy and the relations with strategic partners.
Prior to IQ FACILITY, Simone held the position of Asset Manager for Light Industrial & Logistics projects in CEFIN REAL ESTATE. Before moving to Romania, Simone held management positions in multinational companies based in Italy.
Simone graduated from the Polytechnic of Turin (Italy) and is completing an MSc in Facilities Management from University of Reading (UK) and progressing with RICS qualification in Facilities Management

Viorel joined the Colliers International team in 2004, after 6 years at Orange Romania. Within Colliers, Viorel is focused on large landlord and tenant representation transactions in Romania. In 2009 Viorel was appointed as Manager of the Industrial Division. In this role, Viorel provides leadership and assistance to his team members, while elaborating the departments’ strategy. Viorel was No. 1 in the Bucharest Industrial market in 2007, 2008 and 2009 in terms of transaction volumes and square meters leased; ‘Best Industrial Broker’ in Colliers Europe in 2008, and closed the largest transactions on the market in 2008 and 2009:
- Centrum Transport leased 28,000 sqm in ProLogis Bucharest A1
- Antalis leased 10,000 sqm in Bucharest West
He has serviced major clients, including Coca-Cola, IKEA, Orange, Vodafone, PepsiCo and Kaufland

Craig Maguire is the Managing Director of PointPark Properties Poland and Romania. Prior to joining P3 in July 2007, Mr. Maguire was the Regional Director for International Property Advisers DTZ, specializing in the logistics and industrial markets. This involved managing a team of 20 people throughout the region, and linking with the DTZ Eurologistics team. During the 7 years experience with DTZ in the CEE markets, Mr. Maguire has worked with corporate investors and developers including: Prologis, Gazeley, AMB, Europa Capital and Europolis and major corporate occupiers including : Saint Gobain, Corning, DHL, Lear Corporation, Wincanton and Tibbet and Britten. Prior to moving to Warsaw in 2001 he spent 5 years with DTZ in Glasgow, UK, within the industrial and logistics team, and 2 years with CBRE dealing with all commercial markets. Mr. Maguire holds a BSc degree in Land Economics from the University of Paisley and is a qualified Chartered Surveyor MRICS.

Francisc is a highly acknowledged expert in the field of real estate and major infrastructure and concession projects. He has an impressive record in M&A and a significant experience on regulatory and environmental matters gained by advising top companies in major deals.

Cefin Real Estate is a developer with an 800 million Euro portfolio under development. Under his management since 2004 the company has increased from 2 employees and 5 million Euro turnover to 45 employees and 1.8 billion Euro of projects in the pipeline. George Margescu was previously Head of the legal department of Afin Romania S.A., Afin Leasing AG. He is a graduate from the Faculty of Law in Bucharest.

Silviana Badea is Valad Property Group’s Country Manager for Romania. VPG is a multi-let asset manager with an international network of local offices managing €6.2 billion (A$9.92 billion) with more than 900 assets in 15 funds in Europe alone. Valad Romania is managing on behalf of CEIF (Central European Industrial Fund) a 120,000sqm portfolio of industrial and office space. Silviana has started her Real Estate career in Colliers International as a Investment Broker in 2003. She is a Finance Major from the Academy of Economic Studies in Bucharest.

With more than 13 years of experience in the real estate market, Monica Barbu is the Vice-President of The Advisers/Knight Frank.
Specialized in the retail segment of the real estate market, Monica has broad experience in providing tailored consultancy to both developers and retailers, in Bucharest and all over Romania, from shopping centers to high street locations. Along her experience, she has been involved in more than 30 retail schemes, starting from concept and tenant mix consultancy to leasing and final delivery of the project. Among shopping centers owners and developers she has worked with companies such as GTC, Mivan, Riofisa, Anchor Grup, Futureal, and completed deals with retailers such as: Zara, Marks & Spencer, Sephora, Hervis, Cinema City, Tommy Hilfiger, Orsay, Billa, New Yorker, Takko, Reserved, Altex, Domo, etc.
Currently, the retail team of The Advisers / Knight Frank lead by Monica has the exclusive assignment for Victoria City Center (68,000 sqm of GLA, to be delivered in Bucharest by the end of 2012), and Vitan Outlet (13,000 sqm of GLA, to be delivered in Bucharest in Spring 2011).
Prior to The Advisers / Knight Frank, Monica set up the Retail Division within Colliers International.

Anca Damour has been Development, Expansion and Construction Director for Carrefour Property since 2009. In this position she takes care of the expansion of the retail network, both supermarket and hypermarket. She also leads the development of new commercial centres, including shopping galleries and retail parks, for Carrefour Property.
Between 2002 and 2008 she was the Head of the Legal Department of Carrefour Romania, in which position she was actively involved in the real estate development of Orhideea, Baneasa, Ploiesti and Colentina centers, as well as the administration of shopping centres in Ploiesti, Colentina and Brasov. Anca Damour graduated from the Law University of Bucharest in 1999 and from the Political Sciences Institute "Sciences Po" in Paris in 2002.

Matthew Proskine started at Avrig 35 in November 2007 as Director of Marketing and Sales and was promoted to Executive Vice President in July 2010. He is a share holder in the company.

Yann Le Blay has occupied the position of Expansion Manager for KIABI Romania since 2009. He is in charge of the Brand Development strategy in the country. KIABI in Romania represents a total of five stores opened since September 2009 and 8,000 m2 GLA. With more than 10 years spent in Romania, Yann Le Blay was previously involved in the control for delegated works in several retail projects in the country. From 2000 to 2005 he worked for VEOLIA as a financial analyst and as Development Manager in environmental services. Yann Le Blay graduated from the Technical University of Compiègne (France) and has a master degree in Environmental Sciences from the Chalmers University (Gothenburg, Sweden).

Victor Constantinescu is a founding partner of Biris Goran, and co-heads the firm’s highly touted real estate practice. A native English speaker, Victor focuses on all aspects of real estate transactions in Romania, with a particular emphasis on joint ventures, having assembled several joint ventures for the development of logistics parks, shopping centres, residential complexes and office buildings. He routinely advises on the entire lifespan of a real estate project: from acquisitions to advising development managers on day-to-day matters to financing to the construction phase, office and retail leasing, and ultimate exit, as well as litigation. Victor holds a B.A. cum laude from the University of Pennsylvania (Philadelphia, PA), an M.A. from the Centre for Russian and East European Studies at the University of Toronto (Toronto, ON), and his common law (LL.B.) and Quebec civil law (B.C.L.) degrees with honours from McGill University (Montreal, QC).  He is admitted to the New York Bar and registered with the Bucharest Bar.
