Joint Managing Director, DTZ Echinox
Tim Wilkinson joined the office in Bucharest in 2004, and significantly contributed to the development of the business in Romania, predominantly coordinating the advisory services for occupier and landlord clients in the office, retail and industrial sectors, as well as supporting the development of the professional service departments, including valuation, investment, research and property management activities.
Tim’s real estate background includes several years of experience in the CEE region, working within the DTZ Poland and Hungary offices, as well as working in the DTZ London office, with the Centre Management Team, dealing with general management issues of regional and local centers.
Tim has graduated from the Real Estate Management Section of The Nottingham Trent University in 2001 and is a Professional Member of the Royal Institution of Chartered Surveyors since 2003. Since 2008, Tim is acting as Chairman of the Fundraising Committee of Hospices of Hope - Casa Sperantei.

Partner, Biris Goran
Before joining Biriş Goran as a partner in 2006, Raluca was chief operating officer between 2005 and 2006 at the CEFIN group, one of Romania’s largest real estate developers. Before that, she was chief legal counsel to Avrig 35, also one of Romania’s largest real estate developers, where she personally handled some of the landmark real estate transactions in Romania since 1990 (including the Charles de Gaulle building). She began her career with the Ministry of Finance in 1998, and entered private practice in 1999, where she was part of the legal team which advised and finalized Romania's first sale & leaseback transaction. Raluca is an expert in real estate and M&A transactions. During her career, she has supervised the development of over 40 real estate projects.
Raluca graduated from the University of Bucharest, Faculty of Law, in 1998. She speaks fluent English and is admitted to the Bucharest Bar.

Managing Director, Europolis Romania
Helmut Neubauer, Managing Director for Europolis Romania, is responsible for the overall business growth of the Romanian portfolio including investment and development activities. He has an experience of more than 13 years in the corporate and investment real estate management and a wide expertise in the specific fields of the industry.
Prior to joining Europolis he worked as a Real Estate Investment and Program Controller and then as Strategic Corporate Real Estate Manager for Austrian Federal Railways (Osterreichische Bundesbahnen AG in Austria).
His education includes a degree in Real Estate Management Studies from the University of Applied Studies and recently has become a Member of the Royal Institution of Chartered Surveyors.

Liviu Tudor is an entrepreneur and industrialist best known for Prefabricate, run together with his wife, and real estate ventures -West Gate and Novo Parc, but few know that he owns the first satellite communication company in Romania and is holder of a patent in applied electronics field and Honorary member of the Scientists Association in Romania.
He published numerous articles and papers on Artificial Intelligence and Inventions and acted as speaker to several seminars and scientific events.
Liviu and his wife are happy parents of two beautiful children, 14 years old and 7 years old.

Craig Maguire is the Managing Director of PointPark Properties Poland and Romania. Prior to joining P3 in July 2007, Mr. Maguire was the Regional Director for International Property Advisers DTZ, specializing in the logistics and industrial markets. This involved managing a team of 20 people throughout the region, and linking with the DTZ Eurologistics team. During the 7 years experience with DTZ in the CEE markets, Mr. Maguire has worked with corporate investors and developers including: Prologis, Gazeley, AMB, Europa Capital and Europolis and major corporate occupiers including : Saint Gobain, Corning, DHL, Lear Corporation, Wincanton and Tibbet and Britten. Anca Damour has been Development, Expansion and Construction Director for Carrefour Property since 2009. In this position she takes care of the expansion of the retail network, both supermarket and hypermarket. She also leads the development of new commercial centres, including shopping galleries and retail parks, for Carrefour Property.
Between 2002 and 2008 she was the Head of the Legal Department of Carrefour Romania, in which position she was actively involved in the real estate development of Orhideea, Baneasa, Ploiesti and Colentina centers, as well as the administration of shopping centres in Ploiesti, Colentina and Brasov. Anca Damour graduated from the Law University of Bucharest in 1999 and from the Political Sciences Institute "Sciences Po" in Paris in 2002.

Yann Le Blay has occupied the position of Expansion Manager for KIABI Romania since 2009. He is in charge of the Brand Development strategy in the country. KIABI in Romania represents a total of five stores opened since September 2009 and 8,000 m2 GLA. With more than 10 years spent in Romania, Yann Le Blay was previously involved in the control for delegated works in several retail projects in the country. From 2000 to 2005 he worked for VEOLIA as a financial analyst and as Development Manager in environmental services. Victor Constantinescu is a founding partner of Biris Goran, and co-heads the firm’s highly touted real estate practice. A native English speaker, Victor focuses on all aspects of real estate transactions in Romania, with a particular emphasis on joint ventures, having assembled several joint ventures for the development of logistics parks, shopping centres, residential complexes and office buildings.
